Pynchon Terrace/Edgewater Apartments, located at 101 Lowell Street in Springfield, MA contains 612 apartments consisting of 255 one-bedrooms, 17 two-bedrooms, 158 three-bedrooms, and 182 four-bedroom apartments. The complex is composed of 51 buildings housing 3 and 4 bedroom townhouse style apartments, and one 10-story high-rise building housing the 1 and 2 bedroom apartments. The property is spread over five city blocks commingled with privately owned single family homes in an urban setting known as the Brightwood Section of the city. Schools, parks, shopping and Interstate 91 are minutes away. Pynchon Terrace/Edgewater Apartments is adjacent to the Connecticut River and a 4 mile long bicycle path which runs along the river’s bank.

All apartments were recently renovated to include new kitchen cabinets and countertops, new appliances, new bathroom fixtures, new energy efficient windows, new heat and hot water mechanical systems and upgrades to the landscaping. The property offers ample off-street parking. Washer and dryer hook ups are equipped in the townhouse style units, and a laundry room is located on each floor of the high-rise building. In addition, a Computer Learning Center is available offering job search resources, and homework help. The Management Office is located on-site and we offer 24-hour emergency maintenance service.

Pynchon Terrace/Edgewater Apartments is funded through the Low Income Housing Tax Credit (LIHTC) program, HOME Funds, and offers in-house Section 8 subsidized apartments, as well as Section 236 subsidized apartments. Occupancy eligibility is restricted to applicants who meet guidelines of the LIHTC, Section 236 and Section 8 programs. Eligibility is open to all households who fall within the income and program guidelines.

Rent: Based on the Section 8 subsidy program, residents pay the greater of 30% of their adjusted income and a security deposit equal to one month’s rent is required. For the purpose of rent calculations, a monthly utility allowance is used. With the 236 subsidy program, residents are offered below open market rents for apartments of similar size and condition. Townhouse residents are responsible for their own electric, gas heat and gas hot water bills. In the high rise, cooking gas, heat, and hot water are included in the rent and the resident is responsible for the electric bill only.

Priorities/Preferences that may affect status on our waiting list include an individual or family who is:

  1. homeless due to displacement by natural forces;
  2. homeless due to displacement by public action (urban renewal);
  3. homeless due to displacement by public action (sanitary code violation); and
  4. involuntarily displaced by domestic violence.

Our Resident Selection Plan requires that our office thoroughly screen all applicants to determine suitability for residency. This includes a review of the following past behaviors:

  1. ability and willingness to pay the rent;
  2. ability and willingness to comply with the lease;
  3. ability and willingness to care for or provide for care of the unit;
  4. ability and willingness to cooperate with the staff.

Accordingly, our office will perform the screening listed below:

  1. landlord check
  2. credit references
  3. criminal check
  4. income and asset verification
